We do not host Subversion repositories. This article previously described running svnserve on a shared hosting account with SSH forced commands. That is not supported and the instructions have been removed.
Multi-user access is configured wherever the repository actually lives:
  • A hosted SVN service — add users and set their permissions in that provider’s interface
  • A corporate or self-hosted server — whoever administers it controls access
  • Your own unmanaged server — you have root, so you can run svnserve or Apache mod_dav_svn and manage users however you like. Not supported by us, but entirely your call
On your hosting account you only need the client, which every user can use with their own credentials for the remote repository. See Using the Subversion (SVN) client.

If you need shared version control on your hosting account

Git is fully supported, including repositories hosted on your own account, and handles multiple contributors without a server process. For giving several people file-level access without shell access, see Setting up SFTP access for multiple users.
